SAN FRANCISCO — With the financial crisis dimming solar’s prospects to become a significant source of renewable energy, utility giant PG&E on Tuesday said it will spend $1.4 billion over five years to install 250 megawatts’ worth of photovoltaic panels in California while contracting with private developers for another 250 megawatts. PG&E chief executive Peter Darbee said the utility is also prepared to be a “green knight,” rescuing distressed big centralized solar power plant projects by providing financing so they can get built.

“We have contracted for 24% of our energy to be renewable and we’re concerned whether our [developers] will have access to capital,” Darbee said at PG&E’s San Francisco headquarters during a press conference. “We think financing for these projects may be in jeopardy. PG&E is well-positioned with its $35 billion balance sheet to step up and help.”

PG&E’s (PCG) move to take a direct role in obtaining the renewable energy it needs to comply with California’s global warming laws could be big business for solar module panel makers and installers like SunPower (SPWRA), Suntech (STP) and First Solar (FSLR). The action was prompted in part by a change in the tax laws that lets utilities claim a 30% investment tax credit for solar projects.

Fong Wan, PG&E’s vice president for energy procurement, said most of the 500 megawatts of solar panels will be installed on the ground in arrays of between one and 20 megawatts at utility substations or on other PG&E-owned property. (The utility is one of California’s largest landowners.) A small portion may be installed on rooftops, he said.

PG&E said the solar initiative will generate enough electricity to power 150,000 homes and will provide 1.3% of the utility’s electricity supply.

“There’s no or little need for new transmission and these projects can plug directly into the grid,” said Darbee. “Given our size and our credit ratings and our strength, we can move forward where smaller developers may not be able to do so.”

The California Public Utilities Commission must approve PG&E’s solar initiative, which Wan estimated would add about 32 cents to the average monthly utility bill.  An $875 million program unveiled by Southern California Edison (EIX) last year to install 250 megawatts of utility-owned rooftop solar panels has run into opposition from solar companies that argue it is  anti-competitive and from consumer advocates who contend the price is too high. The state’s third big utility, San Diego Gas & Electric (SRE), has also proposed a rooftop solar program.

Wan acknowledged that objections to Edison led PG&E to design its program so that private developers would have a 50% stake in the initiative. PG&E will sign 20-year power purchase agreements for privately owned solar installations.

PG&E will also need regulators’ approval to inject equity financing into companies developing big solar power plants. The utility has signed power purchase agreements for up to 2,400 megawatts of electricity to be produced by solar thermal  and photovoltaic power plants to be built by companies like Ausra, BrightSource Energy, OptiSolar and SunPower.

“We are looking at the least risky and most developed opportunities to see where we can be the most helpful,” Darbee said.

Freescale Semiconductor on Monday is unveiling a new power conversion technology that the chipmaker says will dramatically enhance the efficiency of solar cells and other devices by allowing them to operate at low voltages.

That means a single solar cell attached to a mobile phone or other handheld device could charge the gadget. The bigger potential is to maximize the electricity generated from rooftop solar panels. which typically contain a dozen or more solar cells each. When a cloud or a tree shades part of a solar panel, power output from all the solar cells drops because they are linked together. By integrating Freescale’s power convertersamsung-blue-earth1 into each solar cell, those that aren’t shaded can still produce electricity, according to Arman Naghavi, general manager of Freesale’s Analog, Mixed-Signal & Power Division.

That’s because each solar cell can operate at much lower voltages when Freescale’s (FSL) converter is used. While most electronics need a jolt of 700 millivolts to begin working, Freescale’s technology allows them to operate on as little as 320 millivolts. (See video below.)

Sounds geeky but the consequences could be far-ranging, reducing electricity consumption and opening the door to a new generation of solar-powered devices.  One big hurdle to using solar cells to power everything from laptops to street lights is that it takes too many of them to produce enough power to be practicable. After all, who’s going to carry around a solar panel to charge their MacBook.

Freescale’s technology could change that equation. “For instance, you wouldn’t have to put a battery in a garage door opener – just add a solar strip on the remote control,” Kevin Parmenter, a Freescale applications engineering manager, told Green Wombat. (Samsung last week announced it would start selling a mobile phone (photo above) equipped with a solar panel but it’s unclear just how much talk or texting time it would allow.)

Other uses are more sci-fi: self-powered nanosensors that tap the technology to harvest ambient heat or friction in the environment.

The converter will hit the market in the second half of 2009. Potential customers include solar cell makers like SunPower (SPWRA) and Suntech (STP) as well as biomedical companies and defense contractors. Freescale, headquartered in Austin, Texas, was spun out of Motorola (MOT) in 2004.

“It really helps the entire green movement,” says Naghavi. “We are seeing a tremendous interest from lots of areas historically we have never touched or played in.”

A ray of sunshine amid the economic gloom: While some solar companies struggle through the downturn, BrightSource Energy on Wednesday morning announced the world’s largest solar energy deal to date – a 20-year contract to supply utility Southern California Edison with 1,300 megawatts of greenhouse gas-free electricity.

That’s more than twice the size of the previous world’s-biggest-solar-deal, a 553-megawatt power purchase agreement in 2007 between California utility PG&E and Israel’s Solel. BrightSource itself last year inked a deal to provide PG&E (PCG) with 500-megawatts of solar electricity with an option for 400 megawatts more.

“This proves the energy industry is recognizing the role solar thermal will play as we de-carbonize our energy supply,”  BrightSource CEO John Woolard said Wednesday at a press conference.  “We believe now more than ever the time is right for large-scale solar thermal.”

solarhOakland-based BrightSource will build seven solar power plants for Southern California Edison (EIX) using its “power tower” technology. Thousands of sun-tracking mirrors called heliostats focus the sun’s rays on a water-filled boiler that sits atop a tower. The intense heat creates steam which drives a turbine to generate electricity. BrightSource has built a prototype power plant in Israel.

BrightSource has raised more than $160 million from a blue-chip group of investors that includes Google (GOOG), Morgan Stanley (MS) and VantagePoint Venture Partners as well as a clutch of oil giants – Chevron (CVX), BP (BP) and Norway’s StatoilHydro.

If all the solar power plants are built, BrightSource’s deal with Southern California Edison will generate enough electricity to power about 845,000 homes. The agreement is a vote of confidence in the solar industry at a time when the financial crisis has forced BrightSource rivals like OptiSolar to lay off workers while Ausra retools its strategy to focus on supplying solar thermal technology to power plant developers rather than building projects itself.

Given the economic collapse, why are these massive megawatt deals still being done? First, California utilities are under tight deadlines to ratchet up the amount of electricity they obtain from renewable sources – 20% by the end of 2010 and 33% by 2020. Second, it costs nothing to sign a contract – no money has yet changed hands, and won’t unless the plants are built and begin producing electricity.

In fact, not a kilowatt of juice has been generated from the more than 5,000 megawatts of Big Solar contracts signed over the past four years by California’s three investor owned utilities (the third being San Diego Gas & Electric (SRE) ).  Still, a long-term utility contract is key for a startup like BrightSource to obtain the billions in financing required to build large-scale solar power plants. The terms of utility contracts – such as the cost of the solar electricity produced – are closely held secrets but are worth billions, if a 2008 power purchase agreement between Spanish solar company Abengoa and utility Arizona Public Service is any guide.

A significant hurdle for BrightSource – and many other solar developers – is the expansion of the transmission grid to connect remote power plants to cities. BrightSource spokesman Keely Wachs says the company has 4,200 megawatts of solar power plant projects under development.

The Southern California Edison deal is something of a homecoming for American-Israeli solar pioneer Arnold Goldman, BrightSource’s founder and chairman. In the 1980s, during the first solar boom, his Luz International built nine solar power plants in the Mojave. Those plants, most are now operated by FPL (FPL), continue to provide electricity to Edison.

The first BrightSource solar farm for Edison is expected to go online in early 2013. It’s a 100 megawatt power plant part of BrightSource’s Ivanpah complex to be built on federal land on the California-Nevada border in the Mojave Desert. That plant is currently wending its way through a complex state and federal licensing process.

Just how complex was illustrated by a meeting Green Wombat attended Tuesday in Sacramento, where a roomful of state and federal officials spent hours discussing the environmental impact of a 750-megawatt solar power plant to be built by Phoenix’s Stirling Energy Systems for San Diego Gas & Electric that would plant 30,000 solar dishes in the desert. A second Stirling solar farm will be built for Southern California Edision. When the deals were announced in 2005, they were the world’s largest at the time.

PG&E chief executive Peter Darbee recently said his utility will begin directly investing in solar power projects. On Wednesday, Southern California Edison renewable energy executive Stuart Hemphill said Edison would consider requests from solar power developers to take ownership stakes in their projects but prefers to sign power purchase agreements.

“We do see solar as the large untapped resource, particularly in Southern California,” said Hemphill.

solana1The credit crunch is taking a toll on the United States’ nascent solar industry, scuttling big renewable energy projects and curtailing expansion plans, solar executives said Wednesday as they proposed the inclusion of green incentives in the Obama economic stimulus plan.

Spanish energy giant Abengoa, for instance, has put on hold plans to build its 280-megawatt Solana solar power plant outside Phoenix to supply electricity to utility Arizona Public Service (PNW) in a $4 billion deal, said Fred Morse, senior advisor to Abengoa Solar.

“We have serious issues getting financing,” said Morse during a conference call held by the Solar Energy Industries Association. Congress in October passed a 30% investment tax credit crucial to the solar industry. But Wall Street’s meltdown has scared off investors that normally would finance large solar projects in exchange for the tax credits.

“The investment tax credit was passed but unfortunately there was no ‘I’ in the ITC,” Morse added. “We have trouble finding tax-equity investors, the financing is gone.”

Suntech America president Roger Efird said that after Congress passed the investment tax credit, the Chinese solar cell maker immediately doubled its sales force in the U.S. That expansion has now hit a wall.

“Plans to double our sales force by the end of 2009 are currently on hold, primarily because business has slowed in fourth quarter because of the credit crunch,” he said. “We had been considering establishing manufacturing in the U.S. The timing of those plans depend on the growth of the market in the U.S. and how long it takes to get through this downturn.”  Suntech’s (STP) stock – like those of rivals SunPower (SPWRA) and First Solar (FSLR) – has been walloped by the market chaos and is down 94% from its 52-week high.

Ron Kenedi of Sharp Solar said the dealers and installers who buy the Japanese solar module maker’s products have had a hard time securing credit to finance their operations.

In response, the solar industry’s trade group on Wednesday proposed that the federal government cut through the credit crunch by adopting tax and investment policies to stimulate the solar sector and create 1 million jobs.

The centerpiece of the plan is a $10 billion program to install 4,000 megawatts of solar energy on federal buildings and at military installations. “The Department of Defense alone could jump start this industry and it could have widespread impact on the use of solar, similar to what it did for the Internet,” said Nancy Bacon, an executive with Michigan thin-film solar cell maker Energy Conversion Devices (ENER).

Bacon noted that the federal government is the world’s largest utility customer, spending $5.6 billion annually on electricity. “This would create 350,000 sustainable jobs,” she said. “The solar industry is ready to deploy these systems immediately.”

The Solar Energy Industries Association also wants Congress to enact a 30% tax refundable tax credit for the purchase of solar manufacturing equipment to encourage solar companies to build their factories in the U.S. That would result in an estimated 315,000 new jobs. Making the current investment tax credit refundable would also help loosen up financing for solar projects, the association said.

Other policies on the SEIA agenda:

  • Establishment of a national Renewable Portfolio Standard that would require states to obtain a minimum of 10% of their electricity from green sources by 2012 and 25% by 2025, with 30% of the total coming from solar.
  • Rapid deployment of new transmission lines to connect cities to remote areas where wind and solar power is typically produced.
  • Expedited approval of solar power plant projects on federal land in the Southwest.
  • Creation of an Office of Renewable Energy in President-elect Obama’s office to coordinate the procurement and permitting of solar power and transmission lines.

“We are working closely with the Obama energy transition team and have been in contact with Congress,” said SEIA president Rhone Resch. “These polices are exactly the kind of shot in the arm our economy needs today.”

When Green Wombat met with SolarWorld COO Boris Klebensberger last month, he noted that the German solar cell maker opened for business in 1998 just as oil prices hit an all-time low. “The company was founded by five crazy guys who people thought were on drugs, ” he laughed.

They still might. SolarWorld, now the world’s fifth-largest solar module manufacturer, has made an unsolicited $1.3 billion offer to buy General Motors’ German-based Opel division. And why would a renewable energy company want to get into a fossil fuel-dependent business? To build green cars, of course.

“The automotive industry is down a deep well and when you’re in a deep well you have to find a new product for the future,” SolarWorld CEO Frank Asbeck told Green Wombat as he was getting out of taxi Wednesday in Rome to attend the dedication of a SolarWorld solar array at the Vatican. “The next cycle will be renewable energy. The switch will be from automotive to electromotive, or as we call it, sunmotive.”

If the Pope can go green, why not another tradition-bound global institution?

If SolarWorld’s bid seems comically low for a century-old automotive powerhouse, consider this: As of Wednesday morning General Motors’ (GM) total market capitalization stood at $2.2 billion. That’s not a typo — Sergey Brin and Larry Page probably have that much rattling around the change drawers of their Priuses (TM). SolarWorld’s market cap, in contrast, is $1.6 billion.

The SolarWorld bid does come with a rather large catch, however. The company wants GM to make compensation payments of 40,000 euros (about $51,500) per Opel worker for a total of 1 billion euros ($1.3 billion) — what the automaker would have to shell out under German law if it shut down. Opel has been something of a jewel in GM’s crown, but it has suffered from its parent’s mistakes and now Opel executives themselves are asking the German government for a billion-dollar bailout.

GM has dismissed the SolarWorld bid out of hand while some financial analysts called the offer a PR stunt. If it was a joke, it’s been a costly one: the company’s shares initially plunged 19% after Jefferies questioned management’s credibility and downgraded its stock.

“We’re not making jokes,” Asbeck says. “We say we’ll give a billion and General Motors gives a billion. We are strong enough in renewable energy to give scale to old fossil fuel industry.”

While SolarWorld has no plans to make a sun-powered car like the experimental racer (pictured above) it built, Asbeck says the company would retool Opel to increase production of green cars by 5% each year, transitioning from plug-in electric hybrids like the Chevy Volt to all-electric vehicles. “We think extended range cars are the car for the next five years,” he says, noting that Opel management would be left in place but given a new mission.

SolarWorld’s chances of acquiring Opel might appear slim, but Asbeck’s strategy is sober. Just witness Silicon Valley startup Better Place’s success at signing deals with the governments of Israel, Denmark, Australia and California to build an electric car infrastructure and its alliance with Renault-Nissan to produce battery-powered vehicles. Even Ford (F) executive chairman Bill Ford has been developing a green strategy for the auto industry, according to The New York Times.

“I think that times have changed and we as a solar company can export our spirit of building a new industry,” says Asbeck. “Opel can be the first green car company in Germany.”

California Governor Arnold Schwarzenegger on Monday terminated talk that the recession will crimp California’s fight against global warming when he ordered every utility in the state to obtain a third of its electricity from renewable sources by 2020. And in a move that will shake up the land rush to build solar power plants in the desert, Schwarzenegger signed an executive order to streamline and prioritize the licensing of such projects.

“One of the great things about California, of course, is that we always push the envelope,” said Schwarzenegger at startup OptiSolar’s solar cell factory in Sacramento, surrounded by a triptych of solar panels, utility executives and environmentalists. “That is why today I’m proposing that we set our sights even higher. This will be the most aggressive target in the nation.”

California currently requires the state’s Big Three investor-owned utilities – PG&E (PCG), Southern California Edison (EIX) and San Diego Gas & Electric (SRE) – to secure 20% of their electricity from green energy sources like wind, solar and geothermal by 2010. Monday’s move turns what had been a 33% renewables goal into a mandate and extends responsibility for meeting it to every electricity retailer in California.

Utilities, however, have struggled to reach even the 20% target as renewable energy projects become bogged down in California’s extensive environmental review and licensing process that involves a host of state and federal agencies.

Many proposed massive megawatt solar power plants will be built on environmentally sensitive land in the Mojave and Colorado deserts in California, threatening to trigger years-long battles over endangered species and water.

Take, for instance, the Ivanpah Solar Electric Generating System, 400-megawatt solar thermal power plant  to be built by Bay Area startup BrightSource Energy on U.S. Bureau of Land Management property. BrightSource, which has a 20-year contract to sell the power plant’s electricity to PG&E, is dealing with the California Energy Commission, the California Department of Fish and Game, the BLM and the U.S. Fish and Wildlife Service as well as the agencies that control access to the transmission grid.

Then there’s environmental fights over extending power lines to connect such projects to coastal metropolises. Late last month, state regulators rejected San Diego Gas & Electric’s plan to build $1.3 billion transmission line called the Sunrise Powerlink due to the environmental impact of routing it through sensitive desert lands.  A final decision on the project to bring green energy from the Imperial Valley to coastal metropolises will be made next month.

Schwarzenegger’s executive order requires various state agencies to collaborate to create a one-stop shopping permit process to cut in half the time it takes to license a renewable energy project – which now can be a two-year slog. The U.S. Fish and Wildlife Service and BLM also agreed to participate in a Renewable Energy Action Team to expedite the licensing of solar power plants and other green energy projects.

“We will streamline the permitting process and the siting of new plants and transmission lines,” Schwarzenegger said. “We will complete the environmental work up front, dramatically reducing the time and the uncertainty normally associated with any of those projects.”

By March 1, the action team will identify and prioritize those areas of the desert that should be developed first for renewable energy projects based on environmental impacts and access to transmission. The group will also work with another task force that is identifying where power lines should be extended into the desert.

That will affect the fortunes of dozens of solar startups, financiers and speculators — everyone from Goldman Sachs (GS) to Chevron (CVX) — that have filed lease claims on nearly a million areas of desert land that the BLM is opening up for solar power plants. Those with land claims in areas at the top of the list for renewable energy development will find it easier to obtain financing – currently in short supply – to build billion-dollar projects. Those at the bottom of the list may rue the six-figure application fees they paid to stake claims on thousands of acres of desert land.

Behind the optimistic talk and smiles at Monday’s press conference, utility execs and environmentalists who praised the governor’s latest green initiative also signaled that political fights over how to achieve the state’ ambitious renewable energy goals are not over.

“Transmission is absolutely critical to get those renewables from the Imperial Valley,” San Diego Gas & Electric CEO Deborah Reed told the audience. “Assuming a positive decision on Sunrise Powerlink next month, we’ll get to 33% by 2020.”

But when the Nature Conservancy’s Rebecca Shaw took the microphone, she offered a cautionary note. “In our urgency to create a more sustainable future, we must be careful not to destroy the very environment that we are trying to protect,” said Shaw, associate state director for the environmental group.

California’s aggressive renewable energy policies already have had one desired consequence: spurring the creation of green collar jobs. OptiSolar, which earlier this year signed a long-term contract to supply PG&E with 550 megawatts of electricity from a massive photovoltaic solar farm, employs 500 people at its Bay Area headquarters and factory. CEO Randy Goldstein said his company will hire another 1,000 for its new Sacramento factory.

The risky nature of Big Solar projects has been driven home with California regulators’ move to kill a controversial $1.3 billion transmission line that would have connected massive solar power stations in the desert to coastal cities.

“These projects are unlikely to proceed,” wrote Jean Vieth, an administrative law judge with the California Public Utilities Commission, in a ruling rejecting San Diego Gas & Electric’s Sunrise Powerlink transmission line.

Phoenix-based Stirling Energy Systems in 2005 scored a contract to provide SDG&E (SRE) with up to 900 megawatts of electricity to be generated by as many as 36,000 solar dishes. A few months later, the utility filed an application to build the Sunrise Powerlink, a new transmission line to connect the Stirling power plants and other renewable energy projects to the coast.

But the utility’s proposal to build 150-foot-high transmission towers right through wilderness areas of Anza-Borrego State Park, home to a host of protected species, triggered a long-running fight with green groups that generated an 11,000-page environmental impact report. On Halloween, Vieth issued a ruling that found that despite state mandates to cut greenhouse gas emissions, the environmental impact of the transmission project was frightening.

“The potentially high economic costs to ratepayers and the potential implications for our [greenhouse gas] policy objectives do not justify the severe environmental damage that any of the transmission proposals would cause,” concluded Vieth in a 265-page decision.

The battle isn’t over — the public utilities commission will vote in December whether to accept the judge’s ruling. They will also consider an alternative decision issued by a commissioner assigned to review the case. That decision would let SDG&E build a transmission line along a different route under certain conditions.

But the case highlights the conflicting environmental values that will dog solar power projects. In other words, just what trade-offs are we willing to make to secure a planet-friendly source of energy? In this case, the judge ruled that to avoid the environmental damage of a massive new transmission line, the preferred alternative is to build more fossil-fuel plants close to San Diego along with a smaller-scale solar power station and a huge increase in rooftop solar arrays. The judge acknowledged that such an alternative “would cause substantially more GHG emissions than the proposed project and other transmission proposals.”

The judge’s second preferred alternative was to build only renewable-energy projects near San Diego that would not require big new transmission lines. Some Sunrise Powerlink opponents argue that San Diego has enough roof space to generative massive amounts of electricity from photovoltaic solar panels. (The cost of such an undertaking was left unsaid.)

Public Utilities Commissioner Dian Grueneich’s alternative decision would allow San Diego Gas & Electric to build Sunrise Powerlink along a more environmentally-benign route if the utility could prove that most of the transmission line would carry renewable energy so as to offset the 100,000 tons of greenhouse gases emitted during its construction. “Reliance on a single 900-megawatt contract (the Stirling Energy Systems contract) is too risky,” she wrote.

So where does this leave Stirling? COO Bruce Osborn didn’t immediately respond to a request for comment. But earlier this year, he told Green Wombat that even if Sunrise Powerlink was killed, there’s enough existing transmission capacity to carry electricity from the power plant’s first 300-megawatt phase. Stirling also has a 20-year contract to supply up to 850 megawatts of electricity to utility Southern California Edison (EIX), a deal not contingent on Sunrise Powerlink.

The promise and peril of large-scale renewable energy was on display Thursday as California’s first solar power plant of the 21st century went online near Bakersfield. Under blue skies, Governor Arnold Schwarzenegger and other politicians heralded the five-megawatt Ausra solar station as the vanguard of a new era of alternative energy that would combat the effects of climate change while building a green economy.

Then the CEO of one of the nation’s largest utilities stepped up to the podium and delivered a reality check. “As we all know the capital markets are in disarray,” said PG&E chief Peter Darbee, whose utility has a contract to buy 177 megawatts of electricity from Ausra. “They’re down 40%. The capital markets are going to distinguish between high-risk projects and low-risk projects and the high-risk projects are not going to get financed in the future.”

But he added, “PG&E stands ready to take on the challenge of financing renewables.”

The utility may just have to.

At the solar industry’s big annual conference in San Diego last week, renewable energy executives were euphoric over Congress’ 11th-hour passage this month of an eight-year investment tax credit that would allow big solar power plants to get up and running, eventually allowing for economies of scale crucial to driving down the price of green electricity. Then a dark clouded drifted over the sun-splashed proceedings in the form of three somber-suited men bearing ominous PowerPoint presentations.

The message from Wall Street: The credit crunch will wallop big solar plant projects that need billions of dollars in financing to get built.

Here’s why. It gets a bit arcane but bear with the wombat. The renewable energy legislation passed as part of the financial bailout package allows solar companies to take a 30% tax credit on the cost of building a power plant. Now most of these companies are startups and have no way to monetize, as they say on the Street and in Silicon Valley, those tax credits as they’re not profitable. Instead, a solar company must essentially trade the tax credits to a firm that can use them in exchange for cash to finance construction.

So investors form something called a tax equity partnership, in which they agree to finance, say, a solar power plant in exchange for the tax credits generated by the project. The problem, according Tim Howell, managing director of renewable energy for GE (GE) Energy Financial Services, is that investors’ appetite for tax equity partnerships has taken a nose dive just as the market will be flooded with solar tax credits from a growing number of projects currently being licensed. For instance, he said, 1,000 megawatts of solar projects would generate $1.5 billion in tax credits.

That means there has to be enough investment dollars – or “capacity” in Wall Street lingo – available to buy those tax credits from the solar power companies.  “Competition for tax capacity, which is a scarce resource in tough financial times, is a problem we have to solve,” Howell told a packed ballroom in San Diego.

John Eber, managing director of JPMorgan Capital (JPM), flashed a PowerPoint that showed the total value of the tax equity market at $15 billion last year with 40% going to renewable energy projects, mainly wind. Now that investment banks-which put together the partnerships and sometimes invested their own capital-are all but an extinct species on Wall Street, only an estimated $875 million will be available for all solar projects in 2008. In contrast, he noted, just the solar power plant projects already announced  would need between $6 billion and $8.5 billion in tax equity funding.

“Tax equity is becoming increasingly hard to raise for renewable energy projects,” said Keith Martin, a project finance attorney at the Washington firm Chadbourne & Parke. “Several large institutional investors who put money into renewable energy deals in the last three years have dropped out of the market.”

That, they said, means untried technologies from startups will face higher hurdles to attract investors.

In conversations Green Wombat has had with solar power plant executives over the past couple of weeks, they acknowledge that financing will be much harder to come by but they’re hardly ready to throw in the towel.

“There’s probably a gigawatt of press releases and 200 megawatt of plants that acutally will go live in 2010,” says John Woolard, CEO of Oakland-based BrightSource Energy, which has a contract with PG&E to deliver up to 900 megawatts of electricity.

His point: Despite gigawatts of signed utility deals, only a few power plants will actually be built in the next couple of years when financing is expected to be the toughest to obtain. “In 2011, it’s reasonable that 500 to 600 megawatts could happen,” he says. “Those aren’t big numbers for the tax equity market, but if you believe everything that’s been announced is going to be built, then it is a big market.”

California utilities, however, are counting on that big market to meet a state mandate to obtain 20% of their electricity from renewable sources by 2010 with a 33% target for 2020. PG&E (PCG), for instance, has signed 20-year power purchase agreements for more than 2.5 gigawatts of solar electricity.

When Congress extended the solar investment tax credit it also lifted a ban on utilities claiming the tax subsidy. Hence PG&E chief Peter Darbee’s statement Thursday that his utility would be willing to make sure its projects get funded by using the company’s considerable capital clout.

“We certainly could look at potentially funding or investing in renewable projects,” PG&E senior vice president Greg Pruett told Green Wombat Thursday. While he said PG&E has no specific projects in mind, it might consider financing construction of solar power plants through a tax equity partnership or a direct investment.

“Say we have a solar thermal company and they have a proven technology and they have done a demonstration plant, but because of the markets they can’t get financing,” says Pruett. “We might consider investing so they can build the plant and get it online.”

He says it’s less likely that PG&E would get into the solar construction business itself.

While it’s anyone’s guess how the markets will shake out by the time solar companies start making the rounds in New York, it’s clear that a shakeup in the nascent solar power plant business is in the offing.

SAN DIEGO – California Governor Arnold Schwarzenegger made a surprise appearance at the solar industry’s annual confab Monday night, warning not to use the financial crisis as an excuse to abandon the fight against global warming.

“We should not give in to those who say environmental goals should take a back seat until the economy improves,” said Schwarzenegger, kicking off the Solar Power International conference. “That’s short-sighted thinking. Tough economic times mean we need more solar, more green jobs.”

The governator’s championing of solar energy through California’s million solar roofs initiative and its landmark global warming law has made Schwarzenegger something of a patron saint of the solar industry, and the audience was on its feet cheering the perma-tanned politician.

The solar power conference is a barometer of the industry’s growth. When Schwarzenegger last appeared at the conference in 2006, 6,000 attendees crammed the San Jose Convention center. This week an estimated 20,000 people have descended upon San Diego for the event. (For techies, think of it as the Consumer Electronics Show and Macworld rolled into one.)

The crowd was in a festive mood. Solar stocks were up dramatically Monday with the bounce back on Wall Street – First Solar (FSLR) spiked nearly 23% and Suntech (STP) rose 21% as was SunPower (SPWRA). And ten days ago Congress slipped into the financial bailout package an eight-year extension of a crucial 30% solar investment tax credit, lifted a $2,000 tax credit limit for homeowners who install solar arrays and allowed utilities to claim the investment tax credit for solar installations. “Imagine it took a financial rescue plan to get a tax credit for solar,” Schwarzenegger remarked.

The Republican governor used the occasion to champion California, as he is his wont, giving kudos to Southern California Edison (EIX) for the utility’s plans to install 250-megawatts’ worth of solar panels on warehouse roofs. “I can envision going up in a helicopter and up and down California and see no more warehouses without solar panels.”

“Solar is the future, it cannot be stopped,” he added.

After months of failed attempts in Congress to extend crucial renewable energy tax credits, the end-game came with lightning speed Friday afternoon: The House of Representatives passed the green incentives attached to the financial bailout package approved by the Senate Wednesday night and President Bush promptly signed the legislation into law.

There were goodies for wind, geothermal and alternative fuels, but the big winner by far was the solar industry.

“It feels like we should be popping the champagne,” said a Silicon Valley solar exec Green Wombat met for lunch minutes after Bush put pen to paper.

That it took the biggest financial crisis since the Great Depression to save billions of dollars of renewable projects in the pipeline for the sake of political expediency does not bode well for a national alternative energy policy. But the bottom line is that the legislation passed Friday sets the stage for a potential solar boom.

  • The 30% solar investment tax credit has been extended to 2016, giving solar startups, utilities and financiers the certainty they need for the years’ long slog it takes to get large-scale power plants and other projects online. The extension is particularly important to those Big Solar projects that need to arrange project financing in the next year or so.
  • The $2,000 tax credit limit for residential solar systems has been lifted, meaning that homeowners can get a 30% tax credit on the solar panels they install after Dec. 31. That will save a bundle – especially for those who live in states with generous state rebates – and goose demand for solar panel makers and installers like SunPower (SPWRA) and First Solar (FSLR). (If you buy a $24,000 3-kilowatt solar array in California – big enough to power the average home –  you can claim a $7,200 federal tax credit. Add in the state solar rebate and the cost of the system is cut in half.)
  • Utilities like PG&E (PCG), Southern California Edison (EIX) and FPL (FPL) can now themselves claim the 30% investment tax credit for large-scale solar power projects. That should encourage those well-capitalized utilities to build their own solar power plants rather than just sign power purchase agreements with startups like Ausra and BrightSource Energy.

“The brakes are off,” says Danny Kennedy, co-founder of Sungevity, a Berkeley, Calif., solar installer that uses imaging technology to remotely size and design solar arrays. “In just six months since our launch we’ve sold about a hundred systems. With an uncapped tax credit for homeowners going solar, we expect business to boom.”

While elated sound bites from solar executives have been flooding the inbox all afternoon – along with invites to celebratory after-work drinks – solar stocks took a drubbing (along with the rest of the still-spooked market) after initially soaring on the news.

SunPower ended the trading day down 5% while First Solar shares dropped 8%. The bright spot was China’s Suntech (STP), which on Thursday announced a joint venture with financier MMA Renewable Ventures to build solar power plants as well as the acquisition of California-based solar panel installer EI Solutions.

Congress didn’t treat the wind industry so generously. The production tax credit for generating renewable energy was extended by just one year, guaranteeing the industry’s will continue to live year by year (at least through 2009). But given that 30% of all new power generation built in the United States in 2007 was wind, and that the amount of wind power installed by the end of 2008 is expected to rise 60% over the record set last year, the wind biz should do just fine.

But Congress did give a break to those who buy small-scale wind turbines. Systems under 100 kilowatts qualify for a 30% tax credit up to $4,000. Homeowners get a $1,000 tax credit for each kilowatt of wind they install, though the credit is capped at $4,000.

“This is a huge breakthrough for small wind,” says Scott Weinbrandt, president of Helix Wind, a San Diego-based manufacturer of 2-and-4-kilowatt turbines.
